National and local governments work together for governance purposes. While national governments are often involved in policy guidance across almost all sectors and responsible for allocating budgets for implementation, regional and local governments are typically responsible for actual ground-level execution. There is typically a great variability of departments or institutions that are involved and have the ability to implement various sectoral mandates. There may often be a lack of understanding of the cross-cutting nature of many of the policies and acts related to sustainable and climate resilient development.

Cities and municipalities have a critical role to play in supporting national sustainable development priorities that enable transformative, climate resilient development at the local level. However, local government officials are now required to deal with increasing complexity and uncertainty in decision-making in the context of climate change, due to the vast number of cross-cutting issues that they must deal with in executing their duties.

At ICLEI Africa, we recognize that climate governance, action and finance mechanisms need to be strengthened at the local level, with improved mechanisms for Multi-Level Governance (MLG), that not only enhances collaboration between spheres and tiers of government (vertical collaboration), but also between government and non-state actors, such as the private sector, academia, NGOs and civil society (horizontal collaboration).

This online course has been developed with this in mind: to enable national and sub-national officials to understand and implement collaborative multi-level governance for improved, whole-of-society climate resilience actions.

By attending this online training module on “Collaborative multi-level governance for climate resilient development”, you will be able to apply collaborative multi-level governance thinking when executing mandates or activities that relate to supporting both sub-national and national priorities for transformative, climate resilient development.
