Designed for financiers, policymakers, local impact brokers, and national and subnational governments in Cameroon, this tool clarifies adaptation funding flows and gaps and facilitates inclusive local adaptation by increasing transparency and knowledge on these funding flows.

The Enhancing Connectivity and Resilience in the Far North of Cameroon for Inclusiveness Programme aims to improve transportation infrastructure and strengthen community resilience in the Far North region, focusing on vulnerable populations. The project will enhance connectivity through the rehabilitation of key roads and promote inclusive growth by facilitating access to essential services. Additionally, it seeks to build climate resilience in the face of recurring shocks, ensuring sustainable development in a conflict-affected area.

Enhancing Connectivity and Resilience in the Far North of Cameroon for Inclusiveness – Component 1: Road Rehabilitation and Maintenance Works

Timeline: Jun 2023 – Jun 2029
Budget: USD 308,000,000

Project brief:
This component is designed to support the ongoing efforts to improve transport connectivity in the greater Lake Chad region and the Far North of Cameroon. A climate vulnerability assessment for the roads was carried out to identify the necessary measures to enhance the road’s climate resilience. This component will finance the rehabilitation and upgrading of approximately 200 km of access roads to climate resilience standards. It will also support the implementation of a labor-intensive community maintenance and preservation system for rural roads to promote the sustainability of investments. It will use a demand-driven approach to identify complementary investments necessary to strengthen the climate, social, and economic resilience of populations around the RN1 corridor in the Far North, including refugee and host communities. This component will foster citizen engagement through the inclusion of digitally enabled feedback loops— including geo-enabling initiatives for monitoring and supervision (GEMS)—to allow for real-time input on project activities.

Project brief:
This component is designed to integrate local socio-economic content in the main operation with the objective of maximising the wider economic benefits of the roads to be rehabilitated. The small community infrastructure will be of various kinds, based on the needs and demands of refugee and host communities. This component will support capacity building activities for strengthening the knowledge and skills of women in agriculture to enhance their potential for entrepreneurship.

Enhancing Connectivity and Resilience in the Far North of Cameroon for Inclusiveness – Component 3: Transport Sector Institutional Strengthening

Project brief:
This component focuses on enhancing the capacity of the transport sector in Cameroon. It supports the integration of climate resilience in road infrastructure planning, aids public engineering universities in climate adaptation and transportation planning, and develops a road accident database disaggregated by gender and community type. The component also includes training and awareness campaigns on road safety for various groups, strengthens the Ministry of Transport’s road safety management, and creates internships for female students in the transport sector. Additionally, it develops mobility plans based on community input, prioritising road access, safety, and climate resilience.

Welcome to the Cameroon adaptation finance landscape tool!

This tool is designed to be a practical, user-friendly resource, enhancing the visibility of adaptation finance flows in Cameroon. It maps current and near-term local adaptation programmes and projects in Cameroon, as of end-2024, using publicly-accessible data.

This first iteration maps international public funding, laying the foundation for future layers and broader replication.

The tool follows a participatory and iterative approach. Built as a living resource, this tool will be updated over time and enriched with additional contributions. We invite collaborators to provide feedback and suggest adjustments and additions to the data.
