Designed for financiers, policymakers, local impact brokers, and national and subnational governments in Cameroon, this tool clarifies adaptation funding flows and gaps and facilitates inclusive local adaptation by increasing transparency and knowledge on these funding flows.

Project brief:
The Cameroun Septentrion Vert – Adaptation des filières agro-sylvo-pastorales (CaSeVe – C2) project, running from 2023 to 2028, is part of the broader CaSeVe program, funded by the European Union and supported by organisations such as AFD, PCP-ACEFA, PCP-AFOP, and SODECOTON. This component aims to promote climate-smart agro-sylvo-pastoral practices to tackle challenges like land scarcity and climate change in the Logone Valley, Benoué West, and Benoué East landscapes. The project focuses on improving land management for agriculture, livestock, and forestry, enhancing resilience to climate variability, fostering sustainable land-use practices, and strengthening local communities’ capacity to adapt to changing environmental conditions.

Cameroon Green Septentrion – Integrated Territorial Governance (CaSeVe – ITG)

Project brief:
The Cameroun Septentrion Vert – Gouvernance Territoriale Intégrée (CASEVE-GTI) project focuses on improving territorial governance and preventing conflicts in northern Cameroon. The project, implemented by ICRAF, CIFOR, OFAC, and CARE International, aims to make land zoning and territorial management more transparent, inclusive, and respected. It will develop a digital platform for data collection and analysis, facilitate participatory conflict identification, and strengthen local governance actors’ capacity for negotiation and dialogue. Targeting local authorities, civil society, and the private sector, the project operates in three landscapes: Logone Valley, Benoué West, and Benoué East, with a duration from July 2023 to June 2028. Expected results include improved land management decisions and better coordination of actions related to environmental and territorial integration in the region.

Cameroon Green Septentrion – Land and natural resource management (CaSeVe – C3)

Project brief:
The Cameroun Septentrion Vert – Gestion des territoires et des ressources naturelles (CaSeVe – C3) component, implemented with the support of African Wildlife Foundation (AWF), NOE, and Conserve Global, focuses on strengthening the management and conservation of hunting zones and national parks in Cameroon. This component works to support both public and private actors in the protection and sustainable use of these areas, especially those that are currently operational. It also aims to identify and assist organisations capable of taking over the management of protected areas that are either non-functional or in critical condition. The objective is to enhance the resilience of natural resources in the region while ensuring effective management of protected areas for biodiversity conservation.

Cameroon Urban Platform

Project brief:
The Urban Platform in Cameroon is a digital tool by Expertise France to support sustainable urban planning by providing accessible data on urban projects in Cameroon. Part of the EU’s “Green, Inclusive, and Resilient Cities” programme, this platform consolidates spatial data for cities like Yaoundé, Douala, and Maroua, helping to tackle challenges in climate resilience, waste, and urban mobility. By bringing together local governments, civil society, and private sector actors, the platform promotes collaboration for informed urban policies. Training resources further support local planning capabilities.

Cameroon: Green and Resilient Septentrion – CaSeVe

Timeline: Dec 2021 – Oct 2025

Programme brief:
The “Green and Resilient North Cameroon” initiative, part of the Team Europe Initiative, will be implemented in the northern regions of Cameroon (North, Far North, and Adamawa). It aims to: (i) strengthen decentralised governance by coordinating European partners’ efforts, (ii) promote climate-smart agro-sylvo-pastoral practices to address land scarcity, and (iii) support conservation actors in protecting and sustainably managing hunting zones (ZIC) and national parks. The project is funded by the EU, Germany, and France, and focuses on improving local livelihoods, particularly for vulnerable groups like youth, women, and indigenous peoples, ensuring their rights and active participation in decision-making.

The Cameroun Villes Vertes Inclusives et Durables initiative, funded by the EU, aims to enhance urban living conditions, particularly for women and vulnerable groups. The program’s specific objectives include strengthening urban governance, improving access to sustainable mobility services, reducing waste-related pollution, and boosting climate resilience in cities like Yaoundé, Douala, and Maroua. Key activities will involve establishing dialogue platforms, enhancing urban planning capacities, and promoting citizen participation in development. The initiative seeks to foster a circular economy, improve infrastructure, and ensure inclusive access to public services, contributing to long-term urban sustainability and social equity​.

Civil Society Support Programme (PASOC IV)

Programme brief:
The Programme d’Appui à la Structuration de la société Civile au Cameroun (PASOC) 4 aims to ensure full participation of non-state actors in the definition, planning, implementation, and evaluation of national economic and social development policies to combat poverty. Its specific objective is to strengthen the institutional capacity of civil society by enhancing organisational and technical skills, as well as improving operational efficiency. The program covers the entire national territory and spans a 48-month intervention period. PASOC 4 focuses on empowering civil society to play a central role in shaping sustainable development initiatives across Cameroon.

The Accompagnement des mutations du Bassin cotonnier du Cameroun – Programme d’Appui au Développement Rural (ABC-PADER) focuses on enhancing the sustainability and productivity of cotton farming in Cameroon. Key actors include GIZ, local farmers, government agencies, and NGOs working together to improve rural development. The program is currently active, with a multi-year implementation plan. It operates in the cotton basin region of Cameroon, targeting local agricultural communities. ABC-PADER strengthens cotton value chains, improves agricultural practices, promotes diversification, and empowers farmers through training and capacity-building initiatives.

The EU programme “Améliorer la résilience aux changements climatiques des populations du Nord Cameroun” aims to enhance climate resilience among vulnerable communities in northern Cameroon. Key activities include training local farmers in climate-smart agriculture, improving water management, and establishing early warning systems for climate-related risks. The initiative emphasises local governance and supports the inclusion of women and youth in decision-making processes.

INNOVACC – Innovation for Climate Change Adaptation

Project brief:
The INNOVACC project aims to enhance climate resilience and improve agro-pastoral productivity and income in the North and Extreme North regions of Cameroon. Led by a consortium including ICRAF, CIFOR, CIRAD, IRAD, and FONDEM, the project promotes climate-smart agriculture, renewable energy, and sustainable value chains. Targeting farmers, herders, women, and youth, the EU-funded project focuses on capacity building, eco-enterprise development, and agro-climatic information dissemination.

Welcome to the Cameroon adaptation finance landscape tool!

This tool is designed to be a practical, user-friendly resource, enhancing the visibility of adaptation finance flows in Cameroon. It maps current and near-term local adaptation programmes and projects in Cameroon, as of end-2024, using publicly-accessible data.

This first iteration maps international public funding, laying the foundation for future layers and broader replication.

The tool follows a participatory and iterative approach. Built as a living resource, this tool will be updated over time and enriched with additional contributions. We invite collaborators to provide feedback and suggest adjustments and additions to the data.
