As the energy transition progresses and the technological, economic and social contexts in which it is embedded evolve, policymakers need to work iteratively, both within and across borders, to design an ecosystem of policies and institutions that support justice. A just energy transition is not a one-off effort; it is both a process and an outcome. It requires continuous examination of the justice implications of energy transition pathways and the development of inclusive visions that garner broad public support, while ensuring that both the development process and the pathway to realising these visions are just.

This report is intended to contribute to a better understanding of the different visions for a just energy transition, the challenges of defining it and key considerations to integrate into energy policies and plans.
