Why municipalities matter

Subnational governments across the continent have a critical role to play in the JET, with the rapidly evolving electricity sector the current focus.

If municipalities are not equipped to engage in this shift, financial strain and inequality will deepen, turning a historic opportunity into an unjust outcome. Explore the tailored resources below and empower your municipality to lead.

About the Project

Local governments are on the frontline of South Africa’s energy transition and integral to ensuring it is successful and leaves no one behind. Despite this, many are not equipped to effectively engage in the transition.

The Just Municipal Embedded Generation Project (2025 -2026), funded by UKPACT and implemented by ICLEI Africa in partnership with the Development Bank of Southern Africa, is tackling this head-on by supporting six South African municipalities in developing solar PV projects and equipping them to prepare for and participate in this rapidly changing sector. This Hub was developed as part of the JMEG project.
